Regulatory Impact Assessments (RIA)

All policy initiatives that propose any change to regulations require a Regulatory Impact Assessment (RIA) also known as a ‘regulatory impact statement’.
RIAs are the Ministry of Transport’s document which summarise the Ministry's advice and supporting research on a regulatory proposal. The Assessment’s are a direct response to the Government’s expectation that agencies provide robust analysis and informed advice to Ministers before making regulatory change.
The RIA outlines the problem, objectives and proposed options, the social and economic costs and benefits, the proposed approach to consultation, implementation, monitoring, and subsequent review of the relevant regulatory policy proposal.
