In December 2012, the government announced plans for three annual petrol excise duty increases of 3 cents per litre, with equivalent increases in road user charges, to help deliver the Roads of National Significance (RoNS) programme, and contribute to other roading expenditure set out in the Government Policy Statement on land transport funding.

The increase on 1 July 2015 is the third of these scheduled increases.
